Wicked problems don't come from nowhere.

They tend to form when the ecosystem underneath them is out of alignment, when value isn't flowing the way it should and the misalignment starts to gather its own momentum. That's what makes a problem wicked: it keeps absorbing effort without resolving, because it isn't really a problem to be solved. It's a symptom of an ecosystem out of balance.
